Summary 0006813: On the Deploy Wizard's Endpoint Summary screen, indicate how good each endpoint's connection is

Description On the Deploy Wizard's Endpoint Summary screen, add a new "Performance" column that displays a clickable colored icon to indicate the performance of each endpoint's connection. When the icon is clicked, a dialog should open displaying more details, including a recommendation regarding whether the endpoint should be local or remote.

The Deploy Wizard should run the same test as the Database Performance dialog (accessible via the Test -> Database option on the Manage Nodes screen). When the test is running, the Performance column should display a spinner icon, similar to what the Permissions column does when the permissions check is running.

Also, tweak the appearance of the Database Performance dialog to make it clearer that the score is measured out of 10. Instead of conveying this information via a separate sentence below the score, display "/10" on the same line as the score.
