Summary0004216: Instance ID based licensing does not work on registration server
DescriptionWhen trying to insert the instance ID based license in the registration server, the user interface complains:
"Cannot install a license key that is assigned to another server instance."

Even though the license was created correctly (using the correct instance ID).
Steps To Reproduce1. Create registration server
2. Bring up license key administration screen (Configure->License Key)
3. Copy instance ID
4. Create ISV license using instance ID copied in step 3
5. Install license created in step 4
