Summary	0004101: Batch staging manager does not purge old .create files
Description	The batch staging manager will not purge old files from staging unless their extension is ".done". Staging can have files with an extension of ".create" if batches get ignored before they can retry. If the batch is not in the database, then the batch staging manager should delete it.
