Summary0005461: Startup parameter console.explore.show is not functioning properly
DescriptionWhen setting the console.explore.show start up parameter, via UI or directly in the properties file, the application behaves no differently when this value is true vs. false. The Explore tab never hides.
Also, when setting this parameter via the UI it does not add a row to the properties file.
Steps To ReproduceFrom SymmetricDS UI Manage -> Startup Parameters search for console.explore.show and edit this variable to false. Application should prompt to restart, after restart the flag in the UI reflects updated but 'Explore' tab still exists.

This has been merged into 3.14 as well.

Changed code by retrieving all parameters instead of just database parameters, since this parameter is marked as a startup parameter and not a database parameter.
